PRESIDENT'S MESSAGE

 

With newly elected Office Bearers and Council Members, the new College Council has been formed.  I would like to take this opportunity to particularly welcome all new members, as well as those still serving, to our new Council.  I also want to thank those who have left the Council for their excellent and valuable contributions to the College over the period of their terms of office.

 

At the first meeting on 9th December, the new Council set its priorities for 1998 (see next page) and also appointed chairpersons and office bearers of the various Committees, Working Groups, Task Forces and Panels. While these groups contain many innovative and hard working College fellows all working to forward the College, other members of the College are encouraged to become involved. Please do not hesitate to put forward suggestions and ideas, directly to the Council or to any member of the various groups. 

 

I am looking forward to a fruitful year ahead and to meeting you at various College activities. Happy New Year!

The Hong Kong Academy of Medicine will consider nominations for Academy Fellowship in March.

COLLEGE PRIORITIES - 1998

 

1.          Training and Examinations Committee

 

1.1        To conduct examinations and assessments.

1.2        To enforce the Regulations on Post-graduate Training and Examinations.

1.3        To examine the applications of laboratories for training and to inspect the laboratories.

1.4        To keep a good record of training.

1.5        To arrange meeting(s) with trainees, educational supervisors and trainers.

1.6        To promote rotation of trainees.

 

2.          Education Committee

 

2.1        To monitor the implementation of the CME  programme.

2.2        To organise education activities - which may be held in conjunction with other bodies.

2.3        To promote the distribution of publications on standards and protocols.

 

3.          Quality Assurance Committee

 

3.1        To organise and to promote QA programmes.

3.2        To establish guidelines on good laboratory   practice.

3.3        To establish guidelines on laboratory tests.

 

4.          Working Group on Laboratory Accreditiation

 

             4.1     To promote laboratory accreditation.

             4.2     To liase with other organisations for the establishment of a laboratory accreditation programme.

 

5.          Professional and General Affairs

 

5.1        To promote the image of the College and Pathology.

5.2        To prepare a handbook for 1998.

5.3        To plan for the new College Chamber in the permanent Academy Headquarters.

5.4        To improve communication with members by publishing 3 to 4 copies of the Newsletter each year.

5.5        To prepare souvenirs of the College.

 

6.          Relationship with other bodies

 

6.1        To further strengthen relationships with overseas Colleges of Pathologists, other Colleges in the Academy of Medicine, and our counterparts in the mainland of China.

             6.2     To further pursue mutual recognition with other Colleges of Pathologists.

CME Scheme Reminder.

The revised CME programme, as published in the last Newsletter, became effective as of January 1st 1998.   Any College Academy fellow who has not joined the CME program is advised to do so immediately.

Notes:

1.             Except for Fellows aged over 65, all applicant for reduced rates will be considered only upon formal written request.

2.             Age will be counted to 31st of December for the current year.

3.             Application for overseas subscription rate must be accompanied by independent supportive documents         (e.g. landing proof, utilities bills, employment certifications, certification by the applicant’s parent College) showing that the applicant has been residing outside Hong Kong for a consecutive period of over 2 years.

4.             All reduced rates will be effective from the next subscription year after approval of application.

5.             All subscriptions will be subject to a surcharge of 5% if settled after 30th June of the subscription year.

Academy Subscription:

 

For those College members who are also Fellows of the HK Academy of Medicine, your 1998 subscription to the Academy was due by January 1, 1998. The Academy subscription must be paid through the  College. 

 

You may now send your 1998 Academy subscription to the Honorary Treasurer. 

The cheque / bank draft should be made payable to "The Hong Kong College of Pathologists".

Notes:

1.             The due date for paying the annual subscription is the 1st of November of each year.

2.             If the date of admission to membership is within 6 months from the coming 1st of November, only half of the annual subscription would be required for this period.

3.             For retired Founder Fellows and Fellows, only half of the annual subscription would be required.

4.             For Founder Fellows resident overseas, only half of the annual subscription would be required.

5.             There will not be any reduction of subscription for Fellows residing overseas. Fellows who reside overseas can apply to change their category of membership to Overseas Fellows and they will then be eligible for the Overseas Fellow subscription rate.

6.             On changing the category of membership, payment of the balance of the entrance subscription and annual subscription would be required.


 

 

Congratulations to Dr Laurence Hou

 

The College is pleased to extend its congratulations to our Fellow, Dr Laurence Hou, on receiving the honorary     degree of LLD from Aberdeen University in Scotland.    Dr Hou has a long association with the University having spent 7 years there as a Lecturer in Pathology before returning to Hong Kong where he became the inaugural Chairman of the Aberdeen University Hong Kong Graduates Association. Over the years Dr Hou has continued to promote cultural exchanges between Hong Kong and Scotland and has raised funds for scholarships.

A happy coincidence was that his honorary degree was the first conferred by the new Chancellor of Aberdeen University, Lord Wilson of Tilllyorn, better known to us in Hong Kong as former-Governor David Wilson.  During his graduation address Lord Wilson drew upon his fond experiences in Hong Kong and pointed out many parallels      between the Chinese and the Scots.

The Chan Woon Cheung Education and Research Fund

 

Note: Applications to this fund will close at the end of April this year and a decision will be given by the end of May.

 

In 1991, friends, colleagues and former students of the late Dr Chan Woon Cheung endowed a fund in his memory to promote education, training and research in Pathology.

 

Regulations governing the Fund.

a. The fund shall be named "The Chan Woon Cheung Education and Research Fund"

b. The fund shall only be applied towards the promotion of education, training and research in Pathology, such as,

(i)      Research grants for studies in Pathology, or

(ii)     Grants to support training in Pathology, including passage fees and subsistence, where the training is conducted in

          Hong Kong or the applicant is currently working in Hong Kong.

c.  Local and overseas workers in Pathology, both members and non-members of the Hong Kong College of Pathologists,           may apply for grants for the purposes set out in b. above.

d.  Applications for support from the fund may be made on the form prescribed by the Council of the Hong Kong College of Pathologists, and shall be subject to academic scrutiny by the Council. The decision of the Council shall be final.

 

Administrative arrangements.

a.  The whole of the sum subscribed shall form the endowment fund and shall be invested at the discretion of the Council.

b.  Only the income shall be available for the payment of grants except under special circumstances as decided by the Council.

c.  Funds will normally be allocated not more than twice annually, but applications may be submitted at any time.

d.  After providing for awards in any one year, or if no award is made, any sum remaining may be carried forward to meet the costs of awards in subsequent years, or may be added to the capital sum for investment.

e.  The Council may establish a committee to undertake preliminary assessment of the applications for advice to the Council.

f.     Principal grant holders receiving support from the fund will be required to submit a report at the end of the period of education or training and/or annual progress report to the Council.

g.   At the beginning of each financial year, the Hon. Treasurer shall supply to the Council an annual statement of account for the

     fund indicating the income available for allocation during the year in question.
