PRESIDENT'S MESSAGE

 

Kung Hei Fat Choy! Happy New Year!

 

At its first meeting for this year, the Council set its priorities for the College and its various committees for 1997 and these are shown on the next page. 

 

The Registrar of the Royal College of Pathologists of Australasia, Dr Burn, has recently informed the College that the RCPA will exempt those with FHKCPath from the RCPA Part I examination in Anatomical Pathology. The College has formally notified the RCPA that it grants reciprocal exemption for the Membership examination of the HKCPath to holders of the FRCPA in Anatomical Pathology.   

 

The College has collaborated with Hong Kong Division of the IAP, Hong Kong Pathology Society and other organisations, in recent years and further mutually advantageous collaboration is expected in the coming year.

 

Finally a gentle reminder to all members that both their annual College and Academy subscriptions are due. Cheques for both should be made out to “The Hong Kong College of Pathologists” and forwarded to the Honorary Treasurer at the address shown in the adjacent column.

 

With your full support and participation, I am sure that the College will continue to function well and fulfil its obligation to the members.  Communication is an important element.  If you have any questions, please do not hesitate to ask any one of the Officer Bearers or Council Members.  I am looking forward to an even more successful year ahead.

TRAINING & EXAMINATIONS COMMITTEE

 

The revised “Regulations on Training and Examinations” have been forwarded to the Education Committee of the Academy for approval and its response is expected in March. 

 

Persons going overseas for training are once again reminded that they should apply for pre-approval of such training otherwise there is the possibility that the training may not be recognised. 

 

Educational supervisors and trainees are also reminded that the college regards the gaining of experience through the rotation of trainees to other units outside their department, and the absence of such experience, as a very serious matter.

 

A list of important College dates for the coming year shown in the box on the previous page.  Please note the closing date for submission of examination applications.

 

 

EDUCATION COMMITTEE

 

There have been some questions raised by overseas fellows as to the Continuing Medical Education scheme.  The previous various communications from the College related to obtaining credits applies equally to overseas Fellows.  In general the CME system is only crucial to those Fellows of the College who wish to maintain their Fellowship of the Academy.

The question of reciprocity among other colleges and organizations of pathology for the granting of CME credits has also been raised.  The following paragraph is extracted from the summary of the discussions  at  the  International  Liaison  Committee of Presidents  held on 5th & 6th October 1996, and attended by our President, Dr WP Mak:

 

“As a result of the CME discussion, with the aim of making CME course credit more available to pathologists worldwide- the following resolution was adopted:

 

RESOLVED: That the member organizations of the ILCP develop a system of reciprocity for granting credit for members attending CME courses at their national meetings; and further, that the ILCP member organizations initiate discussions with their appropriate national CIAB accrediting agencies for the purpose of gaining acceptance of credits obtained by reciprocity to fulfill the CME requirements for continued certification and/or credentialing."

 

 

CREDENTIALS COMMITTEE

 

To avoid inadvertently transgressing accepted codes of professional ethical behaviour, which may lead to disciplinary action by the Medical Council, Members and Fellows are reminded to use only those qualifications recognised by the Medical Council in the approved Chinese or English forms on signboards, stationary, telephone directory entries etc.   

 

The Council has recently reiterated that for their own legal protection, Fellows should refrain from the use of  non-quotable qualifications.

3.4	To support laboratory accreditation.

4.	Relationship with other bodies

4.1	To further strengthen relationships with overseas Colleges of Pathologists, other Colleges in the Academy of Medicine, and our counterparts in mainland China.
4.2	To further pursue mutual recognition
                       with other Colleges of Pathologists.

5.	Professional and General Affairs

5.1	To promote the image of the College and Pathology.
5.2	To prepare a handbook for 1997.
5.3	To plan for the new College Chamber in the permanent Academy Headquarters.
5.4	To prepare souvenirs of the College.

6.	Communication

	To improve communications with members by publishing 3 to 4 issues of the Newsletter each year.

Communications

 

THE PRESIDENT OF THE HONG KONG  MEDICAL ASSOCIATION, DR K.H. LEE  wrote to the College on 7/1/1997:

 

“On behalf of the Council of the Hong Kong Medical Association, I wish to bring to your notice that in our recent visit to the Chinese Medical Association in Beijing, the Hong Kong Medical Association has been specifically urged to enhance our efforts in the liaison and exchange between the specialist colleges in Hong Kong and their counterparts in Mainland China.

 

The Council of the Hong Kong Medical Association has decided to take up this important role in the run up to 1997 and beyond. We have no intention to go into any academic activities but will play a liaison role. There are 3 different approaches that both Chinese Medical Association and the Hong Kong Medical Association have agreed to put in special efforts.

 

1.    To begin with, Chinese Medical Association would like the specialist colleges in Hong Kong to know about the current researches in Mainland China and their publication of 57 specialist journals. Enclosed is a list of such publications. We wish you would let all your fellows and members know and urge them to subscribe to these journals.

 

2.        Information on the academic activities of your college will be welcomed by the Chinese Medical Association.  Regular supply of your schedule of scientific meetings, seminars and conferences can be passed on to the Chinese Medical Association through our Association if you do agree.

 

3.        Chinese Medical Association and Hong Kong Medical Association will make special efforts to arrange and encourage the specialist colleges in Hong Kong to organize international conferences in Hong Kong or Mainland China and facilitate the participation of doctors from Hong Kong, Mainland China and Taiwan.

 

I hope you will agree that this is the right direction to enhance academic exchanges as we approach re-unification with Mainland China. Please do keep us informed.

The Chan Woon Cheung Education and Research Fund

 

 

NB: Applications to this fund will close at the end of April this year and a decision will be given by the end of May.

 

In 1991, friends, colleagues and former students of the late Dr Chan Woon Cheung endowed a fund in his memory to promote education, training and research in Pathology.

 

Regulations governing the Fund.

 

a. The fund shall be named "The Chan Woon Cheung Education and Research Fund"

b. The fund shall only be applied towards the promotion of education, training and research in Pathology, such as,

(i)                Research grants for studies in Pathology, or

(ii)   Grants to support training in Pathology, including  passage fees and subsistence, where the training is conducted in Hong Kong or the applicant is currently working in Hong Kong.

c. Local and overseas workers in Pathology, both members and non-members of the Hong Kong College of Pathologists, may apply for grants for the purposes set out in b. above.

d. Applications for support from the fund may be made on the form prescribed by the Council of the Hong Kong College of Pathologists, and shall be subject to academic scrutiny by the Council. The decision of the Council shall be final.

 

Administrative arrangements.

 

a. The whole of the sum subscribed shall form the endowment fund and shall be invested at the discretion of the Council.

b. Only the income shall be available for the payment of grants except under special circumstances as decided by the Council.

c. Funds will normally be allocated not more than twice    annually, but applications may be submitted at any time.

d. After providing for awards in any one year, or if no award is made, any sum remaining may be carried forward to meet the costs of awards in subsequent years, or may be added to the capital sum for investment.

e. The Council may establish a committee to undertake preliminary assessment of the applications for advice to the Council.

f.  Principal grant holders receiving support from the fund will be required to submit a report at the end of the period of education or training and/or annual progress report to the Council.

g. At the beginning of each financial year, the Hon. Treasurer shall supply to the Council an annual statement of account for the fund indicating the income available for allocation during the year in question.
