05/08/2003 | Survey of Fellows on the Draft Proposal of HKAS Accreditation Scheme Following the second open forum on the subject on 24 July 2003, it was agreed that wider consultation, including a questionnaire survey, would be needed to gauge the opinion of a broad spectrum of College fellows. To assist in gathering data, HKAS agreed to extend the deadline of the consultation until 23 August 2003.
Please note that the guiding concept of the HKAS Accreditation Scheme for Medical Testing Laboratories is to voluntarily recruit and, largely through peer interactions, continuously improve the medical laboratory services in Hong Kong. HKAS is of the view that the scheme should be applicable to laboratories in both the public and private sector so that the general standard of pathology practice could be improved.
College Fellows are therefore requested to spend a few minutes to complete the questionnaire and return it to me promptly. This is important to our profession and to the standard of health care to the public.
Please kindly return your completed questionaire to me by fax (852-2623 6075) or by email (ngwf@ha.org.hk) on or before 18 August 2003.
You can download the current draft local accreditation scheme and the related documents below (News - 07/07/2003).

16/03/2001 | College Involved in Educational Drive to Increase Awareness of PAP Test Importan The College is most enthusiastic to become more involved in community matters especially those directly related to our profession.
The College has been invited to participate with the Hong Kong Cancer Fund, the Family Planning Association of Hong Kong, the Hong Kong College of Gynaecologists and Obstetricians, the Hong Kong College of Family Practitioners, and others in an endeavour to increase awareness of the value of the PAP test by the use of a short but intense campaign planned for May this year.
Prioritize Cervical Screening The most recently available cancer statistics in Hong Kong show that cervical cancer ranked fourth for new cancers in females in 1997, with 474 newly diagnosed cases. Mortality from cervical cancer has changed little in the past decade. There were 145 deaths from cervical cancer in 1998, accounting for 4.4 deaths per 100,000 population and ranking the 7th leading cause for cancer deaths in women. The facts about screening are startling: The incidence and mortality of cervical cancer have not dropped significantly, as it has in other countries with similar socio-economic levels. As many as 50% of women in Hong Kong have never had a Pap smear. Many women do not consider regular Pap testing important. 76.8% of cervical cancer patients had not had a Pap smear for 10 years or longer. During the month of May, a coordinated advertising and promotional campaign will aim to educate women about the importance of Pap smear tests to detect and treat abnormalities before they become cancerous. Patient information on the Pap smear test, as well as a listing of some clinics providing the test, is available on the Hong Kong Cancer Fund website (www.cancer-fund.org). We invite providers to join us in encouraging their patients to have this test done on a regular basis. For more information on the guidelines for cervical screening and the management of an abnormal cervical smear, please refer to the College of Obstetricians and Gynecologists website, www.hkcog.org.hk

1. Retired from active practice
The Academy will be prepared to grant exemption for CME if Council is convinced that the Fellow concerned has retired from active clinical practice. However, the Academy will inform the Medical Council that the Fellow concerned does not fulfil the CME requirements for the purpose of Specialist Registration. The Academy will consider application for CME exemption from a Fellow only if he/she has formally submitted a written declaration to the Academy/College that he/she has retired from active clinical practice. A Fellow who subsequently resumes active clinical practice will be required to make up for CME points as if he/she has never retired. If a Fellow who has been exempted from CME subsequently wants the Academy to certify him/her for Specialist Registration, he/she will be required to have obtained the minimum number of accreditable CME points for a CME cycle counting back from the date of application for certification.
2. Remediable non-compliance
a) Fellows must: i) have achieved not less than 60 points within the cycle; OR ii) be certified to have suffered from a medical condition which Council considers as a reasonable cause for the CME non-compliance. b) These Fellows must engage in a remedial programme to make up the deficiency. c) The reasons for non-compliance and the remedial CME programs must be endorsed by the Education Committee [of the Academy]. d) The remedial programme must be finished within the time specified by the appropriate College. In any case, the remedial programme must be finished within 12 months from the time of decision. e) The next CME cycle of these Fellows should follow immediately after the provious cycle without any break. In other words, these Fellows will have to undergo normal and remedial CME at the same time.
3. Non-compliance that is not remediable
The Acadmey will inform the Medical Council that these Fellows do not fulfil the CME requirements. Upon reviewing each case, a recommendation for Fellowship suspension will be made. Reinstatement of Academy Fellowship will be (a) at the discretion of the Council, and (b) upon payment of fees as determined by the Academy from time to time, and (c) subjected to requirements including remedial CME and/or reassessment as determined by the Academy from time to time.
